Dr. Dan Goure, Member, Board of Directors
Dr. Goure is a national and homeland security expert and Vice President of the Lexington Institute, a nonprofit public-policy research organization. A frequent commentator in the media and advisor to senior national security leaders, Dan has held senior positions in both the private sector and the U.S. Government, including as the director of the Office of Strategic Competitiveness in the Office of the Secretary of Defense and Deputy Director, International Security Program at the Center for Strategic and International Studies. He is a well-known and respected presence in the media, having been interviewed by all the major networks, CNN, Fox, the BBC, The New York Times, The Washington Post, The Wall Street Journal, The Christian Science Monitor, the Chicago Tribune and the Los Angeles Times. He also has consulted for the Departments of State, Defense and Energy and taught or lectured at the Johns Hopkins University, the Foreign Service Institute, the National War College, the Naval War College, the Air War College, and the Inter-American Defense College.
Delilah Barton, Member, Board of Directors
Ms. Delilah Barton, MBA, PMP, is a senior homeland security and emergency management consultant with 21 years of professional experience. For the past eight years, she has served as an Associate Director in the Institute of Public Research’s Safety and Security division at CNA, a nonprofit research and analysis organization. Delilah has managed strategic planning and policy projects for the U.S. Department of Homeland Security; Federal Emergency Management Agency; U.S. Department of Energy; U.S. Department of Justice; U.S. Environmental Protection Agency; U.S. Army Corps of Engineers; and the U.S. Coast Guard—giving her a broad understanding of the homeland security and resilience space.Delilah also has supported state and local jurisdictions with their homeland security programs, including the development of the first regional hazard identification and risk assessment (HIRA) for the National Capital Region, conducting Maryland’s statewide homeland security assessment, and providing catastrophic planning support for the Mid-Atlantic Region’s Regional Catastrophic Preparedness Grant Program.
Phil Palin, Member, Board of Directors
An author and consultant on risk, strategy, and supply chain surety, Mr. Palin is the principal co-author of the Catastrophe Preparation and Prevention series from McGraw-Hill and contributor to the Homeland Security Affairs Journal. He also has served as an instructor with the graduate program in homeland security at the Center for Homeland Defense and Security of the Naval Postgraduate School and currently serves as the staff consultant for supply chain resilience with the Resilient America Roundtable of the National Academy of Sciences. He is also a Senior Fellow in Homeland Security at the Graduate School of Rutgers University.
