J. Michael Barrett, Director of CHSR

Mike Barrett is a homeland and national security expert and noted author with an extensive background in security policy, military intelligence, and support to US counter-terrorism operations at home and abroad. His homeland and national security credentials include serving as the Director of Strategy for the White House Homeland Security Council, Intelligence Officer for the Office of the Secretary of Defense, and Senior Analyst for the Chairman of the Joint Chiefs of Staff.

A former Fulbright Scholar to Turkey, Mike has served as a Homeland Security Fellow at the Manhattan Institute, an Olin Foundation Fellow at Johns Hopkins University, and a research analyst at the Center for Strategic and International Studies.  He is also currently a member of the Washington, DC Homeland Security Commission.

Mike received an M.A. in Strategic Studies and International Economics from the Johns Hopkins University School of Advanced International Studies (SAIS) in Washington, D.C., and an M.B.A. from the Australian School of Business in Sydney, Australia. He also was graduated cum laude with a B.A. in International Relations from the University of Pennsylvania and is an Occasional Guest Lecturer at National Defense University, Georgetown University, and Joint Special Operations University. 

Mike is a regular commentator on all manner of security issues, having been interviewed on television and radio by ABC, The Canadian Broadcast Company, Fox News, FRONTLINE, MSNBC, NBC, NPR, The New York Metro News, New York Sun, and The Washington Post. He also is the co-author of two books on security and counter-terrorism (including a New York Times Best Seller) and has authored more than a dozen journal and opinion-editorial articles.   Mike can be reached at

Dr. Jennifer Ricklin, Senior Fellow

With over 30 years of experience as a national security technology leader, Dr. Ricklin has extensive public and private sector experience with the Defense Advanced Research Projects Agency (DARPA), the Air Force, and the Department of Homeland Security (DHS).  She served as a DARPA Program Manager managing systems development programs of national importance while initiating more than 30 studies to explore emergent technologies, as the Chief Technologist for the Air Force Research Laboratory advising on the technology vision for the Air Force’s $5.2 billion Science and Technology program, and as the Director for Strategic Technologies for Lockheed Martin Missiles & Fire Control. 

Dr. Ricklin is a prolific author and holder of multiple patents, receiving her Ph.D. in electrical engineering from the Johns Hopkins University, MS in electrical engineering from New Mexico State University, and BS in physics from Sam Houston State University.  She is also a Fellow of the Optical Society of America and the International Society for Optical Engineering (SPIE), where she served on the Board of Directors, and is a Senior Member of the IEEE and former member of the Air Force Science Advisory Board.   

Kevin Carroll, Adjunct Fellow

Kevin Carroll is an Adjunct Fellow with CHSR & an attorney with Quinn Emanuel Urquhart & Sullivan.  He also practiced law as senior counsel to the House Homeland Security Committee, and as a law clerk to a US District Judge.  Previously, Kevin served in the Middle East as a CIA case officer and as an Army intelligence officer in Afghanistan and Iraq with Special Operations Command, on the Joint Staff, and in the Office of the Secretary of Defense. He earned his JD at Fordham Law and an LLM in national security from Georgetown Law.
